On the web page I had the project limited to 2 cores (since I run 3 other cpu projects including ATLAS from LHC). I just checked BOINC and I have 11 tasks running instead of 2. That seems odd. I thought BOINC followed the project settings or is this is because since I am new to this project BOINC is playing catch up for debt purposes and is ignoring the preferences?

Set "Max # jobs" in your project preferences to 2 if you only want to download and run 2 tasks at a time.

"Max # CPUs" is how many cores should be used if the task can use multiple cores. If this is set to 1 then you will only use the number of cores that you set in the "Max # jobs" setting for this project.
